Hosted by the Revolutionary Committees Movement of Libya and organized by the World Constitution and Parliament Association in cooperation with the Institute On World Problems. All room, board, and transportation within Libya will be covered. Delegates and Observers must pay only their international transportation and the registration fee of $25 (U.S. dollars) for developing nations and $100 for delegates or observers from North America, Western Europe, or Japan.

Itinerary: February 25-27: 9th Session of Parliament meets. February 28: tour of the wonderful ruins of an ancient Roman city. March 1-3: Conference on "The Concept of Democracy - Image and Reality."
The Provisional World Parliament operates under the authority of Article 19 of the Constitution for the Federation of Earth. The Earth Constitution has been written through a process involving hundreds of world citizens meeting in four Constituent Assemblies in Interlaken Switzerland in 1968, in Innsbruck, Austria in1977, in Colombo, Sri Lanka in 1979, and in Troia, Portugal in 1991. Under Article 19 of the Constitution, the people of Earth have the right and duty to begin democratic world government before it is too late and the nations of the Earth destroy the future of humankind.
Observers may participate in the Parliament as speakers but may not vote on the provisional world legislation or resolutions before the Parliament. Delegates must be personal ratifiers of the Constitution for the Federation of Earth and may introduce legislation or resolutions and vote on matters before the Parliament.
